Categories: AccountingThe State Controllers Division located in Salem, Oregon has an opening for a dynamic CPA to lead a 9 person statewide financial reporting team. This person will have had a successful career in financial auditing or accounting within a governmental entity at a senior accounting level and who has had a minimum of three years of experience in leadership and supervisory roles. The ideal candidate will have extensive knowledge of governmental accounting standards and significant experience in application. Our Statewide Financial Reporting section has a dedicated staff of seasoned professionals who enjoy working in a professional team setting. Our stable information management environment and well designed processes and procedures has helped to ensure continued success not only in financial accounting, but also in the areas of federal compliance, policy management and in the management of our statewide data mart repository. This position regularly interacts with accountants from a wide variety of state agencies and works closely with our auditors from the state Audit Division. Salem is located in the beautiful Willamette Valley about an hour from Portland, Oregon. The area is noted for being the capitol city, attractive landscape, wineries and excellent quality of life. DESIRED ATTRIBUTES We are seeking candidates with a work history that demonstrates the following:Proficiency with microcomputer software products as well as financial application software required. Advanced knowledge of governmental accounting standards required. **Knowledge of financial statement preparation required w/GASB/FASB including financial analysis and accounting research. ** Familiarity with large automated financial management systems is preferred. ** Experience in policy and procedure development in accounting and financial reporting preferred. ** Preference may be given to licensed Certified Public Accountants. DUTIES AND RESPONSIBILITIES The purpose of this position is to lead, manage, and supervise the Statewide Accounting and Reporting Services (SARS) unit in developing and issuing statewide policies, providing training, complying with federal fiscal requirements, and gathering and reviewing agency financial information for the preparation of the CAFR, Statewide Cost Allocation Plan, and the Schedule of Expenditures of Federal Awards (SEFA). Must be able to interpret generally accepted accounting principles (GAAP) and federal regulations in order to set statewide accounting policies and comply with federal regulations. Direct and assist agencies in complying with statewide policy to ensure uniformity in accounting and reporting within the state. Provide leadership, vision, direction and management for the State Controllers Division Accounting DataMart and CAFR preparation process. Performance ManagementProvide leadership and direction for a diversified staff. Supervise, hire, monitor performance, develop, coach, discipline and provide direction to employees. Respond to and resolve employee grievances. Assign and plan work. Promote safety training and practices in performance of all work activities. Implement Affirmative action and Diversity strategies and goals. Responsible for structuring activities that will promote and foster a diverse workforce and discrimination/harassment-free workplace. Promote staff development and business process improvement. Prepare and implement SARS business plans, manage expenditures to stay within budget, represent SARS at state and national professional organizations. Manage and administer the ongoing activities of the SARS unit. Accounting PolicyStatewide coordination of accounting, financial reporting and fiscal management policies and procedures in accordance with generally accepted accounting principles (GAAP), federal regulations and state laws. Provide needed training opportunities for agencies. CAFR PreparationCoordination of statewide financial statement compilation in accordance with GAAP and coordination of the statewide audit process to ensure a clean audit opinion. Ensure that financial statements and note disclosures comply with applicable accounting pronouncements. Analyze and resolve difficult audit issues, both at agency and statewide level, including negotiation and resolution of such issues with theSecretary of States Audit Division. WORKING CONDITIONS Work is performed in an office environment. Training presentations are required. Some overtime and numerous short deadlines throughout the year. Time for vacations may vary due to deadlines. This position is exempt from and ineligible for overtime compensation. Occasional travel to various locations statewide. Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
